What the code situation actually is in Iowa
The Iowa State Building Code at 481 IAC 301.3 is on the 2024 IBC, effective 10 September 2025, administered by DIAL. It is local option with mandatory carve-outs: it binds state-owned and state-funded work, and any city over 15,000 that has not adopted its own substantially equivalent code. Energy is the 2012 IECC with ASHRAE 90.1-2007, and unlike the building provisions the energy provisions preempt local rules statewide. The edition spread is real: the state is on the 2024 IBC, Des Moines on the 2024 IBC, Davenport still on the 2021 IBC. Three editions inside one state, so we confirm per authority having jurisdiction before pricing.
Zones 5 and 6. Zone 6 is the northern tier. Zone 5 covers the southern, central and eastern two thirds, which is Des Moines, Cedar Rapids, Davenport and Council Bluffs. Cold-side climate, so the vapour control sits on the interior face and a detail copied off a Gulf Coast job is backwards here.
What it takes to work in Iowa
We put this in writing because a subcontractor who is vague about their standing in a state is a subcontractor you have to check up on.
Contractor registration, Iowa Division of Labor. Iowa has no trade classification for fireproofing, sprayed fiber or spray foam. It has a single undifferentiated contractor registration, and subcontractors are explicitly covered. Registration is required before performing work, not before bidding private work. An out-of-state contractor also has to post a $25,000 surety bond on the department form and hold an Iowa unemployment insurance number. Ours is in progress.
State registration in progress with DIAL. We open in 2027. Until then we are reading drawings, pricing scope and building the schedule so the first Iowa job runs like the hundredth.
The listed system at the specified thickness, readings logged as we go, and a closeout package the special inspector can work from. That standard travels with the crew, and it is the same one running in Texas since 1977.
Three IBC editions,
one state line.
Iowa is on the 2024 IBC at state level, Des Moines is on the 2024, and Davenport is still on the 2021. Then the energy code preempts the locals and it is the 2012 IECC everywhere. You cannot price Iowa off the state adoption alone. We call the jurisdiction first, every time.

Do you sub the work out in a new state?
No. Our own crews and our own equipment travel. That is the whole point of the way this company is built, and it is why the install standard does not change at a state line.
What states do you work in?
Texas, Oklahoma, Kansas, Arizona, Minnesota and Wisconsin, out of Round Rock, Texas. We travel for the right project and we are prequalified with national and regional general contractors across the territory.
Are you prequalified, bonded and insured?
Yes. We carry commercial general liability, auto, workers compensation and umbrella coverage, and we go through GC prequalification regularly. Send us your prequal packet and insurance requirements with the bid documents and we will return them completed.
